San Joaquin County Supervisor Victor Mow, a former Stockton vice-mayor and
councilmember, was honored by CCSS as its Chinese Citizen of the Year at the
annual banquet at On Lock Sam Restaurant. A former CCSS president and
director of the Jene Wah Senior Service Agency, Victor was selected for what
the Stockton Record termed "grassroots volunteer efforts in the Asian
American community, to high level decision-making involving the entire
community."
A retired laboratory technologist from San Joaquin County, Victor is the
first Chinese-American elected to the County Board of Supervisors and is
midway through his second term. In addition to being elected to two terms
on the Stockton City Council, he is also a former City planning commissioner
and has served on a number of economic growth and educational advisory
bodies, Californai Juvenile Justice Commission, and on various other boards
and commissions at the city, county and state levels.
A graduate of University of the Pacific, Victor received his MPA from California State University, Stanislaus and was selected its outstanding alumnus in 2004.
